Model FIN1. The model may appear in two different layouts (description of categories in two columns or in 
one), but there are no substantial differences.
Model FIN1, FIN2. A licence of categories CE, D and DE may be renewed under specific circumstances after 
the holder’s 70th birthday, in this case an exceptional permit is issued to the holder (rare in practice). These 
permits are the prerequisite for the issue of a driving licence after the age of 70. A licence, which is issued on 
the basis of an exceptional permit, is valid for a maximum period of five years.
Model FIN3. The probation validity of two years applies to categories BE and C as well, in case they are issued 
during the two-year probation period of a category B licence.
Model FIN3. Licence categories CE, D1, D1E and DE may be renewed after the holder’s 70th birthday. For this 
purpose, an exceptional permit has to be issued (see remark 2.).
Model FIN3. This code, printed at the bottom of the front page of the plastic card licence, indicates the re-
striction of a category A entitlement in accordance with Article 6(1)(b) second indent of Directive 91/439/ 
EEC. At the end, the date of expiry of the restriction is indicated.
6.Model FIN3. This code/digit combination indicates that the relevant licence was issued in exchange for an-
other licence. The combination consists of a code number, the nationality code of the issuing state of the ex-
changed licence and finally the number of the exchanged licence (see Article 8(6) of Directive 91/439/EEC).
7.Model FIN4. The limited period of validity of two years that applies to B, applies to licence categories BE, C1, 
C1E, C and CE as well, in this case they are issued during the two-year probation period of a category B li-
cence. In these cases the expiry date is always the same as for the category B entitlement which has been 
initially granted. The above entitlements may thus be granted for a period, which is less than two years. Bus 
licences cannot be issued during this period.
A renewal of categories C1E, CE, D1, D1E, D and DE after the age of 70 is possible only if an exceptional 
permit is issued. A licence issued on the basis of an exceptional permit is valid for a maximum period of five 
years.
Model FIN4. National category M is issued since 1 January 2000.
Model FIN5 — Åland. The competent authorities could only produce a copy of this model but no physical 
specimen.
Model FIN7 — Åland. National category M has been issued since 1 June 2004.
